The Euro-Atlantic Partnership Council (EAPC) is a multinational forum for dialogue and consultations for 50 countries (28 NATO member-states and 22 partner countries) on political and security issues. Founded in 1997, the format remains the main framework for cooperation between the Alliance and its partners in the Euro-Atlantic region and for the development of bilateral cooperation with NATO partners within “Partnership for Peace” program.

 

Ukraine takes an active part in the activities of the EAPC from its founding to ensure a sustainable dialogue and deliver the position of Ukrainian side on a range of issues relating to policy and security.

 

In particular, among the issues discussed within the EAPC: operations of crisis management and peacekeeping, regional issues, arms control and proliferation of weapons of mass destruction, international terrorism, defence planning, budgeting, policy and strategy development, planning in case of civil emergency and preparedness to respond to disasters and catastrophes, cooperation on armaments, nuclear safety, coordination of air traffic control by civil and military authorities, scientific cooperation, support for international efforts to promote UN Security Council Resolution №1325 on women, peace and security, and fighting human trafficking. In addition, EAPC has introduced initiatives to promote and coordinate practical cooperation and exchange of experience in key areas, including countering terrorism, border security and other issues related to proliferation of weapons of mass destruction, small arms and light weapons.

 

In 2011, NATO reviewed the policy of cooperation with partners. The package of documents on this question, namely: “Active Engagement in Cooperative Security: a More Efficient and Flexible Partnership Policy”, “Improving the Management of our Partnerships – Menu of Cooperation and Individual Programmes”, “Political Military Framework for Partner Involvement in NATO-led Operations”, - was approved at the meeting of foreign ministers in Berlin on April 15, 2011.

 

The Ukrainian side has actively been involved in activities within the EAPC, in particular, participation in the meetings at ambassadorial level both, in the EAPC and in the enlarged format – with the participation of the Euro-Atlantic Council, Istanbul Cooperation Initiative, Mediterranean Dialogue and also, Australia, New Zealand, South Korea, Afghanistan, Jordan, UAE and Japan. To the participants of these events, the Head of the MUN was able to deliver the position of Ukraine on the Alliance’s partnership policy, the introduction of new forms and flexible cooperation formats with partners “28+n”, and Ukraine’s involvement in NATO-led operations and missions.
